The Agrarian Contribution Act applies to all farmers operating within the territories of the Empire, regardless of the size of their holdings or scale of production.
Every farmer must submit a portion of their harvested crops to the local authority on a weekly basis.
The portion submitted shall be 10% of the total weekly harvest. (Subject to change)
Farmers must report the type and quantity of crops submitted to their local authority.
Farmers are responsible for the timely and accurate delivery of all contributions.
Local authorities shall collect contributions from farmers weekly, maintaining accurate records including:
Name of the contributor
Crop type
Quantity submitted
Local authorities shall forward 45% of collected crops to the Empire every two weeks for inclusion in the Imperial stock.
Local authorities are responsible for ensuring fair and equitable collection from all applicable farmers.
Local authorities may provide guidance to farmers on reporting and submission procedures.
If the local authority fails to provide the basic needs for its citizens, including but not limited to:
Adequate housing
Protection from threats or attack
Functional public infrastructure necessary for daily life
Then the portion of crops required from farmers as tax shall decrease proportionally until these basic needs are restored.
Local authorities must report deficiencies and corrective measures to the Minister of Finance, Minister of Agriculture, OR to the Empire directly.
Once needs are restored and verified, the standard tax portion shall resume.
The Ministers of Finance and Agriculture and Local Authorities oversee compliance with this Act, monitor collection levels, and report shortages or irregularities to the Emperor.
Failure to comply with the provisions of this Act may result in penalties or sanctions as determined by Imperial authority.
The purpose of the Agrarian Contribution Act is to:
Maintain a stable food supply for both the Empire and local regions.
Provide resources for the Imperial Market.
Strengthen coordination between local authorities and the central government.
Encourage equitable contributions from all farmers while respecting local autonomy.
This Act shall come into force immediately upon proclamation by the Emperor and his council, and shall remain in effect until amended or repealed.
