An Act to establish executive coordination and financial administration positions within the Chancellery; establish the Chancellery Estates and Services Administration and provide for its personnel, household services, estate management, procurement, and operating funds; make further provision for Imperial Household residences, estates, and services; amend the laws governing Chancellery and Vice Chancellery properties and development funds; provide for deferred government purchases and functional delegation; and amend Titles 1 and 2 of the Civil Code of the Totemian Empire.
