An Act to reorganize and amend the Constitution of the Totemian Empire; clarify the authority and procedures of its state organs; affirm individual rights and protections concerning gender, civil marriage, and property; establish the Totemian Empire's economic, regulatory, and administrative powers; revise parliamentary, electoral, referendum, oath, and Imperial assent procedures; and make corresponding amendments to the Civil Code.
