An Act to reorganize and regulate the principal organs of the Totemian Empire; to define their powers, leadership, administration, finances, succession, and interorgan relations; to provide for elections, registered organizations, estates and trusts, public finance, justice, state security, and related civil administration; to establish and reorganize criminal law in Title 7 of the Civil Code; to amend the Constitution and the Civil Code; to provide for codification and continuity; and for connected purposes.
