Be it enacted by the Emperor’s most Excellent Imperial Majesty, by and with the advice and consent of the Lords and Commons, in this present Parliament assembled, and by the authority of the same, as follows:
Chapter 1 - Military Facilities
Section 1: Modernization of Existing Facilities
Existing military facilities may be expanded or modernized as required by His Imperial Majesty’s Armed Forces.
Section 2: Establishment of New Facilities
New military facilities shall be established as required, including:
a military imprisonment center;
an experimentation facility; and
a military operations center.
One principal military complex shall be developed to support naval, strategic, general military, and aerospace operations. It shall be established on Imperial land.
Section 3: Strategic Infrastructure
No fewer than ten secured nuclear silos shall be constructed within the principal military complex.
The Totemian Empire shall purchase or develop no fewer than four road-mobile strategic missile launchers equivalent or superior in capability, scale, and modernity to the RT-2PM2 Topol-M mobile launcher.
The principal military complex shall maintain adequate security.
Section 4: Military Imprisonment Center
The military imprisonment center shall securely house persons assigned to it under Imperial authority.
The center shall provide secure and humane detention facilities.
Section 5: Personnel and Welfare Facilities
The principal military complex shall include recreational and commercial spaces, including space for approved private businesses.
Chapter 2 - Naval Development
Section 1: Nuclear-Armed Submarines
The Totemian Empire shall purchase or develop no fewer than five nuclear-powered ballistic-missile submarines. Each vessel shall be equivalent or superior in capability, scale, and modernity to the Project 955 Borei-class submarine represented by Yuri Dolgoruky.
Section 2: Naval Surface Ships
The Totemian Empire shall purchase or develop no fewer than three naval surface ships. The force shall include one medium aviation-capable amphibious assault carrier equivalent or superior to the America-class represented by USS Tripoli (LHA-7), and two guided-missile destroyers equivalent or superior to the Arleigh Burke-class Flight IIA.
Section 3: Mate Burger Ships
No fewer than two custom Mate Burger ships shall be developed in-house to provide refrigerated food and morale support under military authority.
Chapter 3 - Imperial Aerospace Forces
Section 1: Aerospace Facilities
The Imperial Aerospace Forces shall operate from the principal military complex and any supporting facilities required.
Each facility shall include the infrastructure required for its assigned purpose.
Section 2: Bomber Aircraft
The Totemian Empire shall purchase or develop no fewer than three low-observable long-range bomber aircraft equivalent or superior in capability, scale, and modernity to the Northrop B-2 Spirit.
Section 3: Fighter Aircraft
The Totemian Empire shall purchase or develop no fewer than six modern multirole fighter aircraft equivalent or superior in capability, scale, and modernity to the Lockheed Martin F-35 Lightning II.
Section 4: Strategic Transport Aircraft
The Totemian Empire shall purchase or develop no fewer than two heavy military transport aircraft equivalent or superior in capability, scale, and modernity to the Boeing C-17 Globemaster III.
Section 5: Radar and Airspace Surveillance
A military radar and airspace-surveillance network shall be established or expanded for the detection, tracking, and coordination of aircraft, missiles, and other airborne or aerospace objects. The network shall include one permanent, fixed long-range surveillance radar installation equivalent or superior to the AN/FPS-117 and housed within a hardened radome at the principal aerospace base. Radar installations shall be integrated with the command systems of the Imperial Aerospace Forces.
Section 6: Aerospace Research Laboratory
An aerospace research laboratory shall be established for approved military research and development.
Section 7: Space Launch and Spacecraft Program
The Imperial Aerospace Forces shall establish a space program, including at least one space launch vehicle and one experimental spacecraft or orbital vehicle.
Chapter 4 - Subnational Government Militias
Section 1: Definition
In this Act, “Subnational Government Militias” means lawful militia forces maintained by Totemia’s Subnational Governments.
Section 2: Goals
Subnational Government Militias shall receive adequate facilities without interfering with locations reserved for the Imperial Government.
Section 3: Funding Purposes
Allocated funding may be used for the development, equipment, and facilities of Subnational Government Militias.
Section 4: Applications
Eligible Subnational Governments and approved participants may apply for funding under this Chapter.
Chapter 5 - Procurement and Project Participation
Section 1: Approved Participants
The Imperial Government may engage approved persons or entities to carry out projects authorized by this Act.
Section 2: Nature of Payments
Payments shall be limited to approved purposes under this Act.
Section 3: Project Agreements
Projects shall be approved by the responsible authority before payment.
Section 4: Minimum Equipment Standard
All vehicles and major equipment acquired or developed under this Act shall meet or exceed the reference designs expressly identified in Chapters 1, 2, and 3. Equipment materially below an identified reference standard shall not be accepted.
Mate Burger ships are exempt from this Section and shall be custom-designed and developed in-house by the Naval Division of His Imperial Majesty’s Armed Forces.
Chapter 6 - Funding Distribution
Section 1: Total Appropriation
A total of 3,795,000 SL shall be allocated from the Reserve Fund for the purposes of this Act. The Ministry of Finance shall establish the dedicated funds and sub-funds provided in this Chapter.
Section 2: Military Facilities Development Fund
A total of 885,000 SL shall be allocated to the Military Facilities Development Fund and divided as follows:
400,000 SL for the construction and development of the principal military complex;
35,000 SL for nuclear silos and associated strategic infrastructure;
50,000 SL for road-mobile strategic missile launchers;
100,000 SL for experimentation and military laboratory facilities;
100,000 SL for security and surveillance systems;
200,000 SL for recreational and commercial development.
Section 3: Naval Development Fund
A total of 1,700,000 SL shall be allocated to the Naval Development Fund and divided as follows:
800,000 SL for nuclear-powered ballistic-missile submarines;
625,000 SL for the aviation-capable amphibious assault carrier and guided-missile destroyers;
75,000 SL for Mate Burger ships; and
200,000 SL for naval infrastructure not covered by the Military Facilities Development Fund.
Section 4: Imperial Aerospace Development Fund
A total of 1,050,000 SL shall be allocated to the Imperial Aerospace Development Fund and divided as follows:
300,000 SL for long-range bomber aircraft;
225,000 SL for multirole fighter aircraft;
150,000 SL for heavy military transport aircraft;
100,000 SL for the radar and airspace-surveillance systems authorized by this Act;
75,000 SL for the aerospace research laboratory; and
200,000 SL for the space program.
Section 5: Call to the Motherland Statue Fund
A total of 60,000 SL shall be allocated for the Call to the Motherland Statue and its development.
Section 6: Subnational Government Militia Development Fund
A total of 100,000 SL shall be allocated to the Subnational Government Militia Development Fund and divided as follows:
60,000 SL for new militia facilities and construction;
25,000 SL for military equipment and resources; and
15,000 SL for existing militia facilities.
Section 7: Reallocation
The Emperor may transfer money between sub-funds within the same parent fund. The total appropriation shall not be increased without further authority from Parliament.
Chapter 7 - Administration and Oversight
Section 1: Imperial Direction
The Emperor shall exercise supreme direction over the programs, facilities, acquisitions, and expenditures authorized by this Act.
Section 2: Ministry of Finance
The Ministry of Finance shall administer the funds authorized by this Act.
Section 3: Ministry of Infrastructure
The Ministry of Infrastructure shall oversee authorized land and construction projects.
Section 4: Military Technical Authority
His Imperial Majesty’s Armed Forces shall set project requirements and approve completed work.
Section 5: Unused Funds and Expiration
Funds shall remain available until October 25th, 2026, after which unused amounts shall return to the Reserve Fund unless Parliament provides otherwise.
