Imperial Direction and Land

The construction of the Elara Building and the development of Lerpn’s Annex shall be entrusted to the Emperor and the Ministry of Infrastructure. The Emperor shall determine their architectural style, location, layout, and the placement of every additional facility. The Ministry shall prepare and carry out the works under his direction.

The complex shall be built near the Capitol in New Totemgrad, within convenient walking distance and with practical, direct access paths. Site selection and layout shall reduce travel time between parliamentary sittings and the complex and make its regular use convenient and attractive to members.

The Emperor shall choose the lands to be included in Lerpn’s Annex and any other lands used to support Parliament. The boundaries or coordinates of Lerpn’s Annex and the overall Capitol Annex, together with their designated purposes, shall be recorded. Allocation, acquisition, and annexation shall proceed through the applicable land procedures.

The Imperial Reception Pavilion shall be constructed at a location within the parliamentary complex chosen by the Emperor. Its architectural design and whether it is detached or connected to the Elara Building shall be entirely at the Emperor’s discretion. It shall include a dedicated meeting room, a private bedroom, and a separate personal storage room for use when needed during Imperial visits.

Where the Emperor chooses an internal connection to the Elara Building, the design shall seek to integrate the Pavilion seamlessly with the main building’s architecture, interior circulation, and access arrangements. Its arrangement shall permit the Emperor to receive guests and stay at the complex while preserving private accommodation and the privacy of member offices.

Section 4. Office Schedule

The Elara Building shall be constructed with at least 42 separate offices or office suites, consisting of:

(a) 30 ordinary individual member offices, with 15 for each House;

(b) two enlarged hybrid office and residential suites, one for the Speaker of the House of Commons and one for the Lord Speaker of the House of Lords, each providing working and meeting space together with private sleeping accommodation, living space, and personal storage;

(c) two shared parliamentary administration and support offices, one for each House; and

(d) eight reserve offices, initially apportioned as four for each House.

The 30 ordinary member offices and two Speaker suites accommodate the constitutional maximum of 16 seats per House, including its presiding officer. The two shared support offices and eight reserve offices bring the building’s office total to 42. Reserve offices shall provide backup capacity and shall not create additional parliamentary seats.

The two Speaker suites shall be enlarged hybrid office and residential suites, with sufficient additional floor area for a private sleeping area, living space, and personal storage in addition to working and meeting areas. Ordinary member offices shall be designed for parliamentary work without a requirement to provide residential facilities. The Emperor may provide larger offices for other important parliamentary responsibilities. The design shall leave room for future expansion and additional offices if lawfully required.

Section 5. Dining and Reception

The Elara Building shall include a food court with counters or stalls where members and invited guests may select, obtain, and eat food, with informal seating and the necessary preparation and storage areas.

A separate formal dining hall shall accommodate all 32 members together with the Emperor and invited guests or visiting delegations. It shall provide a secure common venue for members to meet invited persons and host official receptions and state visits.

An indoor ballroom shall also be provided where practicable within the Emperor’s approved design and available resources.

Section 6. Indoor Facilities

The Elara Building shall include an indoor swimming pool, an indoor basketball court, an indoor tennis court, a luxury spa and wet-room suite.

A medical facility shall provide space and supplies for first aid, emergency assistance, treatment, and rest where needed.

A floor shall be dedicated to art installations and exhibition space, with windows providing views of the outdoors and New Totemgrad. Roof access, a roof terrace, a balcony, or a combination shall permit members to walk outdoors and enjoy those views.

Section 7. Outdoor Grounds and Supporting Works

Lerpn’s Annex shall include gardens, landscaped walking paths, outdoor seating installations, public lighting, outdoor hot tubs, hot springs or an artificially heated landscaped bathing area, a koi pond, and additional ornamental ponds suitable for recreational fishing. Fishing areas shall be arranged separately from the koi pond to protect its fish.

Marcellina’s Garden, a ceremonial reception garden, shall be developed within Lerpn’s Annex for state visits, ceremonial visits, receptions for leaders of subnational and local governments, and other official gatherings. It shall be designed as a prestigious setting for the Empire’s official hospitality and ceremonies. It shall provide an open gathering lawn and an adjoining terrace or courtyard suitable for receiving guests, ceremonial processions, military reviews, honor guards, bands, and other performances.

The Garden shall accommodate adaptable guest seating, a reception and reviewing area, space for performers and military formations, and suitable lighting, power, and sound arrangements. Practical access shall connect it to the Elara Building’s dining and reception facilities and, where appropriate, the Imperial Reception Pavilion. Its design and location shall be determined by the Emperor, integrating formal ceremonial space with the surrounding gardens. The Garden may be reserved and temporarily closed to the public for official events under the access arrangements provided by this Act.

A secure outdoor panda area shall also be constructed, with suitable enclosures, controlled gates, shelter, feeding and resting space, and barriers preventing escape or unauthorized entry. Public viewing shall be arranged from outside the secured enclosure.

The Annex shall include an outdoor basketball court, an outdoor tennis court, and an outdoor football or soccer field. A defined nature reserve shall preserve part of the landscape for walking and rest.

Landscaping, grading, drainage, terraces, access paths, retaining walls, and other supporting site works may be constructed wherever needed for the Elara Building, Lerpn’s Annex, or their associated facilities. Their design and location shall remain under the Emperor’s direction.

The Totemian national flag and the flag of the lower government shall be installed and displayed prominently within the outdoor grounds. Suitable flagpoles, fittings, and lighting shall be provided, with their placement and design determined by the Emperor as part of the overall landscape design.

The Ministry of Infrastructure shall, where practicable, organize public design competitions to seek alternative proposals for the Annex’s public lighting, outdoor hot springs and hot tubs, koi pond, ornamental and fishing ponds, and walking paths. Separate categories or coordinated proposals may be used. Competition arrangements shall state the design brief, submission period, and assessment criteria, with the Emperor retaining final authority over selection, adaptation, and construction of the designs.

Proposals shall be assessed for their beauty, relationship to the surrounding landscape, practicality, cost, and maintenance needs. Paths within forested areas shall follow the natural terrain and existing landscape features, favoring gently curving routes, suitable natural materials, and planting that blends into the surroundings rather than a uniform rigid grid. Lighting and pond designs shall complement the gardens and forested grounds.

Competition administration and necessary design work shall be paid from the applicable development allocation. Competitions shall be arranged within the available funding and temporary authority of this Act. Where a competition is impracticable or yields no suitable design, the Emperor may approve a design directly so that the authorized works may proceed.

Section 8. Farms and Production Facilities

An outdoor crop farm shall grow wheat, carrots, beetroots, watermelons, pumpkins, sugarcane, and shroomleaf. A separate outdoor livestock farm shall maintain chickens, cows, and pigs. Storage, working access, enclosures, and other necessary facilities shall be provided.

The Elara Building shall include a wine room. A brewery shall be established within Lerpn’s Annex or another supporting location chosen by the Emperor. Wine shall be cultivated and processed on parliamentary lands where feasible, with a vineyard or other suitable growing area and processing facilities.

A bakery shall make and sell cookies, cakes, and other baked goods and supply the food court and dining hall. It may be placed within the Elara Building or a supporting facility, as the Emperor directs. Farms and production facilities shall support parliamentary needs and generate receipts for the upkeep of the complex.

<heading>Chapter 3 - Funding and Temporary Implementation</heading>
Section 9. Elara Building Development Appropriation

A total of 80,000 SL is appropriated from His Imperial Majesty’s Treasury to the Elara Building Development Fund for planning, construction, fitting out, equipment, and initial commissioning of the Elara Building and its indoor facilities. Necessary site preparation and retaining walls directly serving the main building may be paid from this Fund.

Section 10. Lerpn’s Annex Development Appropriation

A total of 45,000 SL is appropriated from His Imperial Majesty’s Treasury to the Lerpn’s Annex Development Fund for the Annex, the Imperial Reception Pavilion, and associated outdoor development.

Of that amount, 15,000 SL shall be reserved as the Parliamentary Landscaping Allocation for flowers, grass, trees, decorative planting, garden decoration, and landscaped paths serving the Elara Building and Lerpn’s Annex, including the planting and landscaped paths of Marcellina’s Garden. This shall be a dedicated allocation within the 45,000 SL appropriation and shall not be additional to the total funding authorized by this Act.

Within the remaining 30,000 SL, 10,000 SL shall be reserved as the Imperial Reception Pavilion Allocation for the Pavilion’s construction, meeting room, bedroom, storage room, furnishings, and any approved connection to the Elara Building. This allocation forms part of the 45,000 SL Annex appropriation and shall not be additional funding.

The remaining 20,000 SL shall support land and site preparation, seating, public lighting, flag installations, Marcellina’s Garden’s terrace, reviewing area, seating, and event-support infrastructure, retaining walls, outdoor sports and bathing facilities, the koi pond, ornamental and fishing ponds, secure panda area, nature reserve, farms, supporting production facilities, and associated design work and competition administration.

Section 11. Administration of Appropriations

The two development appropriations total 125,000 SL and shall be administered by the Ministry of Infrastructure under the Emperor’s direction, with separate fund records maintained by His Imperial Majesty’s Treasury. They are direct state development appropriations and shall not require a grant application by Parliament or its members.

The Emperor may authorize transfers between the two development funds to meet actual project requirements, provided the total appropriation remains 125,000 SL and neither the dedicated 15,000 SL Parliamentary Landscaping Allocation nor the 10,000 SL Imperial Reception Pavilion Allocation is reduced or diverted to another purpose. Shared costs shall be allocated according to the works they support and shall not be charged twice.

Section 12. Materials and Implementation

The Totemian Empire shall provide public materials, blocks, equipment, supplies, and transport where needed for the authorized works. The Ministry of Infrastructure shall identify requirements and coordinate their provision under the Emperor’s direction. Materials supplied from existing public stocks shall be additional to the monetary appropriations.

Before making construction commitments, the Ministry of Infrastructure shall prepare cost estimates for the approved designs, identify the public materials available, and submit a costed implementation plan to the Emperor. The plan shall separately identify the cost of completing and furnishing the Imperial Reception Pavilion. Where its approved design requires more than the reserved 10,000 SL, the Emperor may supplement its allocation through transfers permitted by Section 11; any remaining shortfall shall be submitted to Parliament for further authorization.

Purchased materials, paid labor, services, and contracts shall be charged against lawful available funding. The Ministry shall record expenditure, material support, progress, and remaining requirements. Any funding shortfall shall be submitted to the Emperor and Parliament for further authorization.

Section 13. Expiration of Temporary Provisions

Chapters 2 and 3 of this Act, including their construction directions, material-support duties, and authority to make new commitments against the development appropriations, shall expire at the end of December 31st, 2026, being New Year’s Eve.

After that date, uncommitted development balances shall be returned to His Imperial Majesty’s Treasury. Amounts needed to settle valid commitments made before expiration may be retained solely for their settlement; no new development commitment shall be made under the expired provisions.

Expiration shall not repeal or limit the Civil Code amendments made by Chapter 1, remove existing parliamentary facilities or land designations, or invalidate completed works and lawful actions taken before expiration. The continuing benefits and permissions in the Civil Code shall remain in force.

Section 14. Commencement and Citation

This Act may be cited as the Parliament Benefits Act of 2026 and shall take effect upon Imperial assent.

<heading>END OF BILL</heading>

<heading>
</heading>
